National contact points

National support services that make Horizon Europe known and accessible to all potential applicants. Each Member State and associated country sets up, runs and finances its own NCP system with a national portal; the EU Funding & Tenders Portal lists the NCPs by country and programme.

This portal holds no list of individual contact points by country, so none is named here.

The type of action

Horizon Europe Research and Innovation Action (RIA): general rules, as the sources state them
FactAs the source statesSource
What it fundsA RIA consists mainly of activities to establish new knowledge or to explore the feasibility of a new or improved technology, product, process, service or solution; it can include basic and applied research, technology development and integration, and testing, demonstration and validation of a small-scale prototype in a laboratory or simulated environment.Regulation (EU) 2021/695 establishing Horizon Europe, laying down its rules for participation and dissemination, Article 2, point (32) (read 2026-10-25)
Who appliesUnless the work programme provides otherwise, a consortium must include at least one independent legal entity established in a Member State and at least two other independent legal entities each established in different Member States or associated countries.Regulation (EU) 2021/695 establishing Horizon Europe, laying down its rules for participation and dissemination, Article 22(2) (read 2026-10-25)
Funding rateUp to 100% of total eligible costs may be reimbursed; the work programme fixes the maximum rate and a single rate applies per action.Regulation (EU) 2021/695 establishing Horizon Europe, laying down its rules for participation and dissemination, Article 34(1)-(2) (read 2026-10-25)
Typical sizeExample only: the Cluster 4 RIA topic HORIZON-CL4-2027-SPACE-03-71 (Quantum Space Gravimetry) expects an EU contribution of EUR 14.00 to 15.00 million per project within a topic budget of EUR 29.20 million.Horizon Europe Work Programme 2026-2027, Part 7: Digital, Industry and Space, Part 7, HORIZON-CL4-2027-SPACE-03-71, p. 244 (read 2026-10-25)
Technology readinessThe General Annexes define TRL 1 to TRL 9 for use where a topic requires a TRL; they do not attach a fixed TRL range to the RIA action type, so the range is set topic by topic.Horizon Europe Work Programme 2026-2027, Part 15: General Annexes, General Annex B, Technology Readiness Levels, p. 15 (read 2026-10-25)
Time to grantBy derogation from the Financial Regulation, Horizon Europe allows at most five months from the submission deadline to inform applicants of evaluation results and at most eight months to sign grant agreements; the work programme may set shorter periods.Regulation (EU) 2021/695 establishing Horizon Europe, laying down its rules for participation and dissemination, Article 31(1)-(2) (read 2026-10-25)
ConditionsFor actions related to Union strategic assets, interests, autonomy or security, the work programme may limit participation to entities in Member States or specified associated or third countries and, exceptionally, exclude entities controlled by non-associated third countries.Regulation (EU) 2021/695 establishing Horizon Europe, laying down its rules for participation and dissemination, Article 22(5) (read 2026-10-25)

Checklist of the proposal parts

The general conditions every proposal under the main work programme meets; where the topic conditions differ, they prevail. A checklist to plan the work, not a template.

  • Registration: Every beneficiary and affiliated entity registers in the Participant Register for a participant identification code (PIC) before submitting; validation follows at grant preparation. (General Annex B, Entities eligible to participate, p. 5)
  • Consortium: Check the consortium composition the topic requires; by default three independent legal entities in three different Member States or associated countries, at least one in a Member State. (General Annex B, Consortium composition, p. 13)
  • Part A (administrative forms): Filled in online: administrative information on the applicant organisations, the summarised budget and call-specific questions. (General Annex E, Documents, p. 27)
  • Part B (technical description): Downloaded from the submission system, completed and re-uploaded as a PDF; it should follow the award criteria. (General Annex E, Documents, p. 27)
  • Page limits: By default 40 pages for a full application, 25 for a coordination and support action, 65 for a programme co-fund action, 45 and 28 under lump sum funding and 10 for a first-stage application; excess pages are not evaluated. (General Annex A, Page limits, p. 4)
  • Exploitation and dissemination: A plan for the exploitation and dissemination of results, including communication activities, unless the topic says otherwise (not at the first stage of a two-stage call). (General Annex A, Admissibility, p. 4)
  • Ethics: The ethics self-assessment is completed as part of the application. (General Annex B, Ethics, p. 15)
  • Gender equality plan: Public bodies, research organisations and higher education establishments from Member States and associated countries need a gender equality plan meeting the minimum requirements at grant signature. (General Annex B, Gender equality plans and gender mainstreaming, p. 17)
  • Financial and operational capacity: Stable and sufficient resources to carry out the action; operational capacity is assessed under the criterion "Quality and efficiency of the implementation". (General Annex C, Financial capacity and Operational capacity, pp. 19-20)
  • Award criteria: Excellence, Impact, and Quality and efficiency of the implementation, each scored out of 5 with a threshold of 3 and an overall threshold of 10; Impact weighs 1.5 in the ranking of innovation actions; only Excellence and Impact at the first stage of a two-stage call. (General Annex D, Award criteria and Scores and weighting, pp. 23-26)
  • Submission: Electronic submission through the Funding & Tenders Portal before the call deadline, with every part and mandatory annex; the coordinator confirms the mandate of all applicants. (General Annex A, Admissibility, p. 3, and Annex E, Documents, p. 27)
  • Consortium agreement: Participants conclude a written consortium agreement unless the call conditions say otherwise. (General Annex G, Legal and financial set-up of the grant agreements, p. 36)
