Who can participate?
Which funding fits me?: 3 views
Who can take part in EU research, innovation and digital funding, and who can receive the money? Choose a country and a type of organisation to see, instrument by instrument, what entities established there can do, with the restrictions that apply in quantum topics and the official page to check.
Informative only
Informative only, not legal advice. The conditions of each call and the EU Funding & Tenders Portal prevail. Rules change with work programmes and association agreements; check the official page before applying.
Rules last verified on 2026-10-24. Compiled by the portal from the legal acts, participating-country lists, work programmes and call topics named with each rule, read on the date shown. Values are the portal's summary of those texts.
Matrix: instrument by country group
Whether a university or research organisation established in each group of countries can take part (company rules can differ, for example in the EIC). "Varies by country" means members of the group are treated differently: choose the country above.

Cooperation frameworks (not funding instruments)
Digital partnerships, trade and technology councils, science and technology agreements and co-funding mechanisms shape cooperation, but they do not by themselves open EU calls or funding.
