Who can participate?

Who can take part in EU research, innovation and digital funding, and who can receive the money? Choose a country and a type of organisation to see, instrument by instrument, what entities established there can do, with the restrictions that apply in quantum topics and the official page to check.

Informative only

Informative only, not legal advice. The conditions of each call and the EU Funding & Tenders Portal prevail. Rules change with work programmes and association agreements; check the official page before applying.

Rules last verified on 2026-10-24. Compiled by the portal from the legal acts, participating-country lists, work programmes and call topics named with each rule, read on the date shown. Values are the portal's summary of those texts.

Matrix: instrument by country group

Whether a university or research organisation established in each group of countries can take part (company rules can differ, for example in the EIC). "Varies by country" means members of the group are treated differently: choose the country above.

Cooperation frameworks (not funding instruments)

Digital partnerships, trade and technology councils, science and technology agreements and co-funding mechanisms shape cooperation, but they do not by themselves open EU calls or funding.

Legal basis and sources

Horizon Europe: collaborative research and innovation (general rules)

Consortia need at least one independent legal entity in a Member State and two more in different Member States or associated countries; anyone else may join on top of that minimum. Work programmes may limit participation for strategic reasons (Article 22(5)).

EuroHPC JU quantum calls (Horizon Europe funded, 2026)

Since Council Regulation (EU) 2026/150 the EuroHPC JU runs the EU quantum research and innovation calls. Most 2026 calls are limited to Member States and EuroHPC JU Participating States.

EuroHPC JU access calls (computing time on EuroHPC supercomputers)

Computing time, not grants: researchers from academia, research institutes, public authorities and industry apply to access calls; access is currently free of charge.

  • Users established or located in a Member State, a Participating State or a third country associated to the Digital Europe Programme or Horizon Europe are granted the Union's share of access time to supercomputers acquired after 2020. (Source: Access policy and FAQ, Section "Eligibility")

European Research Council (ERC) grants

Researchers of any nationality apply with a host institution established in a Member State or associated country.

Marie Skłodowska-Curie Actions (Doctoral Networks and Postdoctoral Fellowships)

Doctoral Networks need at least three partners in different Member States or associated countries (one in a Member State); others may join. European Postdoctoral Fellowships are hosted in Europe; Global Fellowships send researchers to non-associated countries.

  • Doctoral Networks: minimum three independent entities in different Member States or associated countries, other organisations from any country may join. (Source: MSCA: Doctoral Networks, Section "Who can apply?")
  • Postdoctoral Fellowships: host in a Member State or associated country; Global Fellowships spend 1-2 years in a non-associated third country. (Source: MSCA: Postdoctoral Fellowships, Sections on the two types of fellowships)
  • Funding of entities in non-associated third countries. (Source: Regulation (EU) 2021/695 establishing Horizon Europe, Article 23(2))

European Innovation Council (Pathfinder, Transition, Accelerator, STEP Scale Up)

Pathfinder and Transition fund research teams and start-ups; the Accelerator and STEP Scale Up fund start-ups, SMEs and small mid-caps established in a Member State or associated country.

Digital Europe Programme

Open to entities in Member States and associated countries; non-associated countries only where necessary. Security-sensitive actions, including EuroQCI, can be limited to entities established in and controlled from Member States.

Chips Joint Undertaking (Chips for Europe Initiative, pilot lines)

The Chips JU members are the EU, its Participating States and three industry associations; call conditions are set per call.

European Defence Fund (EDF)

Recipients and subcontractors must be established in the Union or an associated country, with executive management there, and not be controlled from non-associated third countries unless guarantees are approved.

Connecting Europe Facility Digital: EuroQCI (terrestrial cross-border and space links)

EuroQCI works calls are restricted for security reasons to entities established in and controlled from Member States.

QuantERA joint transnational calls

Each partner is funded by its own national or regional funder under that funder's rules; at least three eligible partners from three participating countries.

Important Projects of Common European Interest (IPCEI)

A State aid framework: Member States notify and fund the participating undertakings; a project must involve at least four Member States.
