Why it matters for quantum
The regulation dedicated to quantum technologies that the Quantum Europe Strategy announced; the Commission work programme 2026 lists it as a legislative initiative.
Have your say initiative 15512 read through the public API on 2026-10-25: the proposal publication (PROP_REG) is still UPCOMING with no adoption date, planned period Q4 2026; no separate public consultation is listed (only the call for evidence, status CLOSED). CWP 2026 annex read via the Council register copy (ST 14261/25 ADD 1), which gave Q2 2026, so the timing has slipped. No official adoption of a proposal by 2026-10-25 was found; the Commission press corner, digital-strategy (HTTP 403) and the EP legislative train (empty response) could not be read to confirm the negative. A secondary press report of a specific November 2026 date was not confirmed on any official page and is not used. The opening date of the call for evidence is the publication date recorded in the API. No Commission work programme 2027 was listed on commission.europa.eu on 2026-10-25. On 27 October 2026 the Commission's One Europe, One Market page (last updated 14 October 2026) still listed the Quantum Act as planned for Q2 2026, while Have your say gives Q4 2026; the tracker keeps the later Have your say period. The stage is 'Consultations closed, awaiting proposal' since the call for evidence closed on 15 December 2025.

Why it matters for quantum
Its Annex point 9 requires covered digital-infrastructure and ICT-service entities to keep a cryptography policy with approved algorithms, cryptographic agility where appropriate and review against the state of the art; it does not mention post-quantum cryptography.

Why it matters for quantum
Products certified under the EUCC, whose guidelines on cryptography list the agreed post-quantum mechanisms, would be presumed to meet the essential requirements of the Cyber Resilience Act.
Have your say initiative 19480 read through the public API on 2026-10-27: initiative published 2026-10-15 (Ares(2026)9552544, lead DG CNECT), draft delegated act for feedback UPCOMING without a date, adoption planned for Q1 2027; its summary says EUCC-certified products with digital elements can benefit from a presumption of conformity with the essential requirements of the Cyber Resilience Act. The summary does not mention cryptography or quantum: the link to post-quantum cryptography is the EUCC guidelines on cryptography (ECCG Agreed Cryptographic Mechanisms), whose ENISA page, read on 2026-10-27, describes them as the recommended mechanisms for EUCC certification; version 2 lists post-quantum schemes and version 3 is in public review. No draft text has been published, so the scope of the presumption is not verified.

Why it matters for quantum
Recital 31 calls for network resilience measures to prepare for quantum communication, states that the transition to post-quantum cryptography is necessary and names EuroQCI; the articles have no quantum provision.
Proposal text read via the Publications Office item for CELEX 52026PC0016 (cover date 21.1.2026; recital 31; explanatory memorandum mention of quantum communication); OEIL procedure file and Council progress report 9685/26 read; Have your say read through the public API (feedback opening for COM(2026)16 taken as the publication date 2026-02-16, since no explicit start field was given). COM(2026) 311 is grouped under the same initiative but concerns 2 GHz mobile satellite services and was not checked for quantum content. Council progress report expected a Committee of the Regions opinion on 13 October 2026; not confirmed. Why it matters for quantum
The proposal does not name quantum technologies; it is tracked because its Article 85 sets cryptography and encryption duties for space operators and empowers delegated acts on certified cryptographic products.
OEIL procedure file read (stage 'Awaiting committee decision'; no ITRE vote, Council mandate or trilogue recorded). Proposal PDF (COM(2025) 335, Publications Office Cellar) text-searched: Article 85 and recitals 77 and the delegated-act recital cover cryptography; no occurrence of 'quantum', 'IRIS' or 'EuroQCI'. Council progress report ST 8861/26 (8 May 2026) text-extracted. Have your say initiative 13971 read via the public API: consultation open dates are the publication timestamps because the API has no explicit start field. No official expected date for an ITRE vote or Council general approach was found: the Legislative Train page returned empty content and the Council meeting page returned HTTP 403, so 'next' is empty.
