Draft for consultation. This is the draft Strategic Research and Industry Agenda of the second phase of the public consultation, not an adopted agenda: chapters, goals and figures may change.
Public consultation: closed on 2026-10-02, as stated on qt.eu. Comments were collected per chapter through the consultation page. qt.eu gives 2 October 2026 as the closing date for every chapter (consultation page and news post of 19 September 2026, read on 27 October 2026); the draft PDF (page 145) states 16 to 30 September. Responses went through one form per chapter on the consultation page.
Aims for field-deployable, certified quantum sensors in navigation, medicine, industrial testing and defence, with pilot lines, shared testbeds and metrology, less dependence on non-EU components, and KPIs on TRL, use cases, miniaturisation and sourcing.
Squares are goals, circles are dated milestones; the numbers match the list below.

Goalby 2035
Lead in quantum sensors through validated, field-deployable and industrially relevant system performance: sensitivity, stability and traceability, robustness, size and power, and advantage benchmarked against classical sensors.
European suppliers should hold a defined share of the EU installed base in named product classes, with less reliance on non-European bottleneck components.
Positioning, navigation and timing without satellite navigation is ranked first by impact, ahead of biology and medicine, sensing and testing, exploration and electromagnetic spectrum operations.
At least 40 scaled use cases with established commercial markets, and several sensor classes at TRL 8–9 with certified deployment and industrial production.
